Abstract
This study designs a new ECC-based multi-recipient encryption algorithm.Based on this algorithm,a cross-border transaction supervision scheme is proposed featuring"audit-then-on-chain",which enables the auditability and traceability of transactions within the jurisdiction and ensures transaction security.The cross-border transaction supervision scheme comprises two phases:the audit phase and the transaction on-chain phase.During the audit phase,the transaction initiator encrypts the transaction data and sends it to the regulatory authority.The authority then decrypts the data and analyzes it according to various policies.Finally,the authority signs a portion of the ciphertext using its private key and returns this signature to the transaction initiator.In the transaction on-chain phase,the initiator sends the received signature value and a portion of the encrypted data to the blockchain,thereby completing the transaction on-chain process.The regulatory center(or anyone)can conduct reviews of the transaction data on the blockchain at any time by verifying the signature of each transaction using the regulatory center's public key.Meanwhile,the transaction recipient can obtain the actual transaction result by attempting to decrypt the relevant encrypted transactions on-chain over a certain period.关键词
