High-quality Promotion of Rural Construction:Summary of the 14th Five-Year Plan and Outlook for the 15th Five-Year Plan

Abstract
Rural construction is the foundation of national development and is closely related to the well-being of hundreds of millions of farmers and the long-term development of rural areas.Since the 14th Five-Year Plan,China's rural planning system has been gradually improved,the shortcomings of rural infrastructure have been continuously filled,the level of basic public services has been gradually enhanced,the rural living environment has been significantly improved,and the process of digital rural construction has been accelerated.However,rural construction still faces major problems such as an incomplete financial guarantee system,unbalanced urban-rural development,insufficient motivation for the collaborative participation of multiple entities,and low levels of digital application.During the 15th Five-Year Plan period,China's rural construction actions should focus on strengthening financial guarantees,adapting to population change trends,emphasizing the construction of long-term maintenance mechanisms,and seizing the opportunities of digital rural development.On this basis,efforts should be made to continuously optimize the financial guarantee system and enhance the implementation capacity of rural planning;strengthen county-level coordination and promote the integrated development of urban and rural infrastructure and public services;stimulate the vitality of multiple entities'participation and build a long-term maintenance mechanism for rural construction achievements;improve the level of digital application to boost the quality and efficiency of rural construction,providing strong support for accelerating agricultural and rural modernization and comprehensively promoting rural revitalization in the new stage.关键词
