Promoting High-Quality Development of Farmer Professional Cooperatives:A Review of the 14th Five-Year Plan Period and Prospects for the 15th Five-Year Plan

Abstract
Farmer professional cooperatives are a crucial vehicle for promoting the effective integration of smallholders into modern agriculture.Advancing the high-quality development of cooperatives is an essential pathway toward agricultural and rural modernization as well as comprehensive rural revitalization.During the 14th Five-Year Plan period,under strong policy support,significant progress was achieved in promoting the high-quality development of cooperatives.However,achieving high-quality development of cooperatives still faces practical problems,including weak production and management capabilities,insufficient service-driving capacity,low levels of standardized operations,underdeveloped governance functions,and inadequate momentum for green development.During the 15th Five-Year Plan period,it is imperative to continuously enhance cooperative quality by fostering new productive forces,advancing industrialized operations,strengthening support and supervision mechanisms,reinforcing the role of Party building,and promoting green transformation.These efforts will provide strong support for agricultural and rural modernization and comprehensive rural revitalization.关键词
