The Structural Shift in the Governance Logic of China's Elderly Care Service System During the 15th Five-Year Plan Period

Abstract
At this crucial juncture of the transition from China's 14th to 15th Five-Year Plans for elderly care services system,it is essential to reflect on past experiences and map out a governance blueprint to further deepen reforms and achieve high-quality development.During the 14th Five-Year Plan period,China's elderly care service system development centered on the principles of active and healthy ageing.Steady progress has been made in improving areas such as top-level design,health support and elderly-friendly society construction.However,critical constraints remain,including structural mismatches and discontinuities in care services.Moving into the 15th Five-Year Plan period,efforts should center on high-quality development,target improvements to the elderly care service system,and follow the path of deepening reform.Specifically,efforts should shift from securing key areas to ensuring basic coverage,from supplementing supply to addressing demand,from providing care to enabling participation,from expanding capacity to optimizing existing resources,from informatization to intelligentization,and from elderly care to the silver economy.These accumulations of institutional experience and structural shifts in the governance system will build a dynamic,self-consistent system suited to a longevity society,and advance elderly care services into a stable and enduring state capability.关键词
