The impact of national big data comprehensive pilot zone construction on ecological resilience

Abstract
Enhancing urban ecological resilience is critical for preventing systemic ecological risks and safeguarding overall ecological security.Data elements play a pivotal role in accelerating the urban green transformation.This paper theoretically unpacks the underlying mechanisms through which national big data comprehensive pilot zone construction influences ecological resilience.Utilizing panel data at the prefecture-level city scale and the Driving Forces-Pressures-State-Impacts-Responses(DPSIR)framework,the entropy-weighted technique for order of preference by similarity to ideal solution(TOPSIS)method was employed to measure the level of urban ecological resilience.The sample cities were divided into experimental and control groups based on the national big data comprehensive pilot zone list.To systematically analyze the direct impact,operational mechanisms,and interactive effects of national big data comprehensive pilot zone construction on ecological resilience,the study employed a multi-period difference-in-difference model,mediation effect model,and moderation effect model.The key findings were as follows:Initially,benchmark regression results demonstrated that national big data comprehensive pilot zone construction effectively enhanced urban ecological resilience.This conclusion was robust,supported by parallel trend test,propensity score matching difference-in-differences(PSM-DID)approach,and placebo test.Second,heterogeneity analysis showed that the positive impact of national big data comprehensive pilot zone construction on ecological resilience was more pronounced in eastern and western regions,non-resource-based cities,and key environmental protection cities.Third,mediation analysis revealed that national big data comprehensive pilot zone construction indirectly improved urban ecological resilience by strengthening environmental regulation intensity.At last,moderation analysis indicated that urban-rural segmentation significantly weakened the positive effect of national big data comprehensive pilot zone construction on ecological resilience.Based on these findings,the paper proposes policy recommendations in three areas:continuously advancing the development and refinement of national big data comprehensive pilot zone;establishing robust ecological environment supervision and assessment mechanisms;and bridging the urban-rural"digital divide"to promote an integrated urban-rural ecological system.These recommendations aim to provide valuable insights for empowering ecological governance systems,and advancing the modernization of governance capabilities.关键词
