Abstract
In the era of digital economy,China's 52 million small and medium-sized enterprises(SMEs)serve as a vital force in the national economy,and activating the value of data elements is crucial for their high-quality development.This paper uses PEST and Porter's value chain to meticulously analyze the driving factors for SMEs to activate data element value from macro and micro perspectives.Then,it further explores the dilemmas faced by Chinese SMEs in activating data element value from both macro and micro levels.Accordingly,based on the"double chain"perspective of data value chain and Porter's value chain,this paper constructs the overall architecture for SMEs to activate and release data element value,and finds that the data element value space of SMEs includes basic value(internal)and value-added(external),provides specific roadmaps for the release of the two values,and puts forward countermeasures and suggestions from three aspects of thinking,capability and policy,so as to provide theoretical and practical references for the release of data element value of SMEs.关键词
