Analysis of the Evolutionary Logic and Diffusion Trends of China's Data Element Policy Themes
摘要
Abstract
[Purpose/Significance]This study aims to explore the evolutionary logic and diffusion trends of policy themes related to data elements,providing theoretical support for advancing the development of China's data element mar-ket and regional digital economies.[Method/Process]Following the developmental trajectory of data element policies,this study employed LDA thematic modeling to extract policy themes.It calculated the innovativeness and diffusivity of policy keywords to analyze the evolution logic.Building upon this,it explained the diffusion dynamics from central to local govern-ments across spatial and temporal dimensions by measuring the similarity and intensity of different policy themes.[Result/Conclusion]Data element policies follow a"foundational layout—market-oriented construction—value realization"evolu-tion logic:first driving market-oriented reforms in digital industries;then deepening the overall data market system;finally focusing on data transaction,circulation,and asset valuation to unlock data value.Policy diffusion exhibits"strate-gic anchoring—endowment adaptation—regional differentiation"characteristics.Spatially,eastern regions pioneered reforms in the data market economy,central regions prioritized balancing data transaction security with industrial develop-ment,western regions emphasized building transaction market infrastructure,and north eastern regions leveraged industry-academia-research collaboration to empower industrial growth.Temporally,the central government's overarching develop-ment framework triggered differentiated regional responses,with localities implementing tailored practices based on their specific conditions.关键词
