基于内容分析法的我国流感疫苗政策文本量化研究
A quantitative analysis of influenza vaccine policy texts in China based on content analysis

Abstract
Objective To conduct a quantitative and qualitative analysis of 31 selected national influenza vaccine related policy texts based on content analysis,so as to provide scientific and effective suggestions for fur-ther improving relevant policies.Methods Quantitative analysis of the external attributes of the policy texts was made by using policy bibliometrics and descriptive analysis.Meanwhile,qualitative and quantitative analysis of the internal attributes of the policy texts was made by using content analysis alongside policy tools,and NVivo for cod-ing.Results The number of published influenza vaccine policy texts changed regularly.The use of policy types varied.Most of the documents were issued by independent departments.The use of supply,demand and environ-mental policy tools accounted for 31.58%,28.42%and 40.00%,respectively,and the use of sub-tools was also different.Conclusions China has formed a basic operational framework for the development and promotion of in-fluenza vaccines,but the targeted and precise implementation of policies still needs to be improved.There lacks emphasis on the regular provision of influenza vaccines,the coordination and cooperation of various departments need to be improved,the use of policy types and the combination of policy tools is unbalanced,and the policy cov-erage is limited.All departments should improve the awareness of prevention as the priority,cooperate with each other,improve the influenza vaccine policy system,and enhance the scientific vigor,effectiveness and feasibility of the policies.关键词
