政策工具视角下药食同源政策分析
Policy analysis of food and medicine homology from the perspective of policy tools

Abstract
Objective To conduct a quantitative analysis of policies on food and medicine homology,to clarify the shortcomings of relevant policies in China,and to put forward suggestions for policy optimization.Meth-ods We collected policy texts on food and medicine homology by searching the websites of the Chinese Govern-ment,the State Administration of Traditional Chinese Medicine,the Ministry of Agriculture and Rural Affairs of the People's Republic of China,and the State Food and Drug Administration,using Peking University Law Data-base(PKULAW)to assist in the search.Nvivo software was used to conduct statistical analysis of policy texts and data.A three-dimensional framework of"policy tool-participant-policy strength"was established.Results The supply-side policy tools accounted for 42.50％,environmental policy tools 40.00％,and demand-side policy tools 17.50％.The supply-side policy strength was 2.1,the demand-side policy tool strength 1.89,and the environ-mental policy strength 1.97.From the perspective of stakeholders,the government accounted for 45.65％,enter-prises 33.70％;the public 13.04％,and medical institutions 7.61％.The government entity policy strength was 2.14,the enterprise policy strength 2.08,people-centered policy strength 1.71,and the medical institution policy strength 2.Conclusions There is an uneven distribution of policy tools and policy stakeholders in food and medi-cine homology policies in China,and the gap is relatively large.It is suggested that the government improve the structure of policy tools,take into account the interests of all stakeholders in policy design,and promote the coor-dinated development of the industry.关键词
