共同富裕背景下低收入人口的界定和识别研究
Definition and Identification of Low-income Population in the Context of Common Prosperity

Abstract
The definition of low-income standards serves as the logical starting point for supporting low-income population and is a fundamental issue in low-income research.Taking into account the evolution of low-income definitions and standards,along with China's current conditions,this study employed the income ratio method,Martin's method,and the Extended Linear Expenditure System(ELES)model,using data from the 2020 China Family Panel Studies(CFPS),calculated and compared different low-income standards.Furthermore,based on the selected standard,we analyzed the factors influencing low-income population in China across three dimensions:individual,family,and structural.According to the ELES model estimates,the low-income threshold for national residents is 13,289.42 yuan,with 16,708.75 yuan for urban residents and 10,648.35 yuan for rural residents.Using this standard,we employ a logit model to analyze the factors influencing low-income population and identify three main findings:(1)At the individual characteristic level,higher educational attainment and better health status of the household head significantly reduce the probability of residents falling into a low-income state.(2)At the household characteristic level,family size,the proportion of elderly members,the proportion of adolescents,and the number of employed members all have a significant impact on the probability of falling into a low-income state.(3)At the structural characteristic level,regional medical services,educational resources,employment markets,and urbanization rates have a particularly significant impact on rural low-income households.Therefore,under the goal of common prosperity,addressing the urban-rural income gap,optimizing the allocation of educational resources,strengthening employment support,and increasing labor force participation in households are all crucial measures to improve the living standards of low-income families.关键词
