Open Sharing of Large-scale Instruments in Agricultural Scientific Research Institutions in China:Understanding of Connotation,Strategic Significance,Realistic Difficulties and Path Breakthrough

Abstract
In order to optimize the allocation of agricultural science and technology resources,serve the national food security and rural revitalization strategy,this article focused on the open sharing of large instruments in agricultural scientific research institutes in China.Firstly,the scope and classification of large instruments in agricultural scientific research institutes were defined in combination with the characteristics of agricultural scientific research,the essence of open sharing of"serving the entire agricultural industry chain"was expounded,and the five types of sharing modes such as government-led and self-operated by the institute and four core service methods were sorted out.Secondly,the strategic significance of open sharing was analyzed from four dimensions:self-reliance and-improvement of agricultural science and technology,high-quality development of agricultural industry,construction of agricultural innovation ecology,and agricultural security guarantee,then four realistic dilemmas were pointed out:institutional mechanism obstacles,resource allocation imbalance,lack of financial input,and weak policy guarantee.Finally,four breakthrough paths were proposed:innovating the agricultural characteristic incentive and mechanism,optimizing the layout of instrument resources,expanding the capital cooperation and investment,and perfecting the agricultural special policy support.The study shows that the open sharing of large instruments in scientific research institutes needs to be adapted to the characteristics of seasonality a nd regionality of agriculture,should develop towards resource intensive,service professional,operation efficient,and ecological coordination in the future,and provide hardware support for the self-reliance and self-improvement of agricultural science and technology.关键词
