Evaluation of the Effectiveness of Anhui Province's Comprehensive Pilot Zone Construction for Primary Health Care Based on Entropy Weighted TOPSIS and RSR Method

Abstract
Objective To comprehensively evaluate the effectiveness of Anhui Province Grassroots Health and Wellness Com-prehensive Pilot Zone construction in 2024,analyze regional differences and its key influencing factors,and provide references and suggestions for the construction of China's grassroots medical and health service system.Methods Six grassroots health and wellness comprehensive pilot zones in Anhui Province were selected as samples,and an evaluation indicator system comprising six dimen-sions was constructed.The objective weights of the indicators were determined using the entropy-weighted TOPSIS method,and a comprehensive evaluation was conducted using a combination of TOPSIS method and rank sum ratio fuzzy method.Results The indicators with the highest weights in the evaluation indicator system are the number of outpatient and emergency visits at tradition-al Chinese medicine clinics(11.53％),per capita basic construction investment per thousand people(9.86％),number of pri-mary healthcare workers per thousand permanent residents(8.75％),and the proportion of outpatient visits at primary healthcare institutions(6.84％).In the fuzzy joint evaluation results,Suixi County(a national pilot zone)achieved the best outcomes,fol-lowed by Sixian County,and the overall outcomes in the northern Anhui region were superior to those in the southern Anhui re-gion.Conclusion There had significant regional imbalances in the pilot zone construction in Anhui Province.The core constraints are government financial investment,allocation of grassroots health care personnel,and capacity of traditional Chinese medicine services.A tiered development strategy should be implemented,with national-level pilot zones focusing on institutional innova-tion,and provincial-level pilot zones strengthening talent incentives and targeted investment.At the same time,priority should be given to ensuring traditional Chinese medicine services and increasing the volume of grassroots medical treatment,while taking targeted measures to narrow regional gaps.关键词
