Ecosystem for Cluster Cultivation of Highly Skilled Talents:Main Connotations,Operational Mechanisms and Feasible Pathways

Abstract
The ecosystem for cluster cultivation of highly skilled talents is a regional socio-technical system founded on the collaborative efforts of multiple entities.It is characterized by three core attributes:clusterization,standardization and linkage.Operating within an ecosystem shaped by the interplay of policy,technology,and market environments,its fundamental objective is to enhance the capacity of vocational education institutions and deepen the industry-education integration.This system establishes several key mechanisms:a rapid response mechanism for"demand-supply alignment",a circular mechanism for"resource openness-transformation-sharing",a collaborative mechanism for"knowledge conversion and dissemination",a mechanism for"shared governance and benefit distribution among multiple entities",and a mechanism for"systemic self-regulation and co-evolution".To achieve a systemic transition from pilot programs to normalized operations,it is essential to strengthen top-level institutional design and policy provision,construct a collaborative platform that integrates virtual and physical elements,activate and fulfill the responsibilities of multiple entities,advance reforms in long-cycle and integrated cultivation programs,and establish a comprehensive evaluation system centered on"ecosystem health indicators".关键词
