Crux and Solutions to the Supply-demand Imbalance of Highly Skilled Talents in the New-generation Information Technology Industry

Abstract
The trillion-yuan-scale new-generation information technology industry in the Beijing-Tianjin-Hebei region poses dual challenges in terms of both the scale and quality of highly skilled talents.Currently,two core contradictions exist in the supply and demand of new-generation information technology talents:first,there is a severe shortage of compound talents with"scenario application capabilities";second,there is a significant mismatch between the academic qualification structure of talent supply and industrial demand,with an oversupply at the junior college level and insufficient supply at the undergraduate level and above,particularly for master's degree holders.The root causes lie in two systemic obstacles:first,the lack of formal institutional frameworks,with existing policies lacking effective constraints and incentives,resulting in insufficient endogenous motivation and external pressure for diverse entities such as universities and enterprises to collaboratively cultivate talents;second,information asymmetry,prevalent among multiple stakeholders including governments,universities,enterprises,and students,leading to adverse selection and"dual failures"of both market and government mechanisms,exacerbating structural contradictions.The solution lies in constructing a"dual-wheel drive"system:on the one hand,improving institutional design by strengthening constraints and clarifying incentives to activate the momentum of diverse entities in participating in scenario-based talent cultivation;on the other hand,breaking down information barriers and establishing sharing and linkage mechanisms to achieve dynamic and precise matching of talent supply and demand at both the academic qualification and capability levels,thereby providing solid talent support for high-quality industrial development.关键词
