摘要

Abstract

Building a powerful education country serves as the strategic vanguard for comprehensively achieving a great modern socialist country.As a fundamental pillar of the lifelong learning system,the National Qualifications Framework(NQF)is evolving from an educational institutional arrangement into a pivotal institutional support serving national strategies.Viewed through the lens of the strategy for building a powerful education country,the construction of the NQF exhibits three-fold logics:supporting a ubiquitous and accessible lifelong education system through the equivalence and mutual recognition of learning outcomes,empowering the construction of a high-quality education system through vertical articulation and horizontal integration,and acting as an institutional bond for integrating education,technology and talent to foster a national innovation ecosystem.From the perspective of its developmental trajectory,while the top-level design of the NQF has become increasingly clear,its construction progress has been relatively slow,facing challenges such as difficulties in collaborative governance,standard integration and social recognition.To address these issues,the construction of the NQF should enhance cross-departmental collaborative governance and multi-stakeholder participation mechanisms,strengthen coordination and execution synergy;establish an integrated national qualifications standard system to resolve issues related to standard integration and alignment;and improve vocational qualifications and talent evaluation systems to cultivate a competence-based social recognition ecosystem.
