The evolution of the effectiveness and coordination of China's ESG policies:A quantitative analysis of policy texts from 2002 to 2024

Abstract
Environmental,Social,and Governance(ESG)issues have attracted increasing attention in academic and policy circles due to their strong alignment with global sustainable development goals.China has issued a large number of ESG-related policy documents,and a systematic quantitative analysis of these texts is essential for improving future policy design and coordination. Based on ESG-related policy documents promulgated in China from 2002 to 2024,this study conducts a quantitative text analysis from three dimensions:policy intensity,policy objectives,and policy instruments.It further examines the evolutionary characteristics of China's ESG policies in terms of policy quantity,overall policy effectiveness,inter-agency coordination in policy issuance,as well as the coordination of policy objectives and policy instruments. The results show that both the number and the overall effectiveness of China's ESG policies have increased steadily over time.Policy formulation has been jointly driven by multiple government departments,and information disclosure entities have become increasingly diversified.Policy objectives have gradually shifted from fragmentation toward integration.However,the coordination of policy instruments remains relatively weak,indicating room for further improvement. Accordingly,future ESG policymaking should focus on enhancing the effectiveness of policy instruments,strengthening inter-departmental coordination,highlighting China-specific characteristics,and improving China' s international discourse power in ESG governance.关键词
