Toward the new situation,challenges,and pathways for high-quality development of China's ice and snow tourism in the 15th Five-Year Plan period

Abstract
The 15th Five-Year Plan period marks a critical stage for China's ice and snow tourism to transition from scale expansion to connotative and high-quality development.This article begins by assessing the new development landscape for ice and snow tourism both domestically and internationally.It analyzes the new challenges faced by China's ice and snow tourism during this period and proposes new pathways for its high-quality development.The research findings indicate that:1)New landscape:Internationally,the Winter Olympics IP effect is catalyzing the evolution of the global ice and snow tourism market towards a multipolar structure,with industrial integration,technological empowerment,and capital investment serving as the core drivers.Domestically,leveraging regional coordination and North-South complementarity,ice and snow tourism is accelerating the integration and penetration of the national market.Key provinces and municipalities are pursuing differentiated development strategies based on their respective resource endowments.2)New challenges:The industry faces multiple constraints,including low market penetration of consumption,an ineffective industrial chain synergy mechanism,insufficient depth in the integration of culture,sports,and tourism,a shortage of interdisciplinary talent,as well as issues such as the climate crisis and resource idleness.These factors hinder the industry's upgrade towards high-quality and sustainable development.3)New pathways:Systematic measures should be implemented,including expanding the consumer market,deepening the integration of ice and snow culture,sports,and tourism,strengthening upstream and downstream collaboration within the industrial chain,establishing an interdisciplinary talent cultivation system,and enhancing year-round venue operation and climate resilience.These efforts aim to achieve a comprehensive win-win scenario encompassing the economic,ecological,and social benefits of ice and snow tourism.The research findings provide theoretical support and practical guidance for the high-quality development of China's ice and snow tourism during the 15th Five-Year Plan period,contributing to the national goals of building a leading tourism nation and a strong sporting nation.关键词
