The Logic and Pathways of Promoting Urban-rural Integrated Development Through the Equalization of Basic Public Health Services

Abstract
The equalization of basic public health services plays a crucial role in consolidating pov-erty alleviation achievements,regulating income distribution,and promoting urban-rural integrated de-velopment.Currently,this field faces several prominent challenges,including the slow transformation of urban-rural health concepts,lagging institutional adjustments,imbalanced resource allocation,and mis-matched supply and demand structures,which severely impede the process of equalization.Given the mutually reinforcing relationship between the equalization of basic public health services and urban-rural integration,three key shifts are required:a transformation in the health concept from"prioritizing treat-ment over prevention"to"self-managed health",a shift in the service principle from"formal equality"to"proactive differentiation",and a transition in the implementation pathways from"supply-led"to"demand-driven".These shifts aim to improve income distribution,narrow the urban-rural gap,and fos-ter shared well-being.To achieve these transformations,coordinated efforts are needed across multiple di-mensions,including top-level institutional design and integrated resource coordination.It is necessary to establish a"five-in-one"implementation framework incorporating aspects such as the regulatory effect of health equity on income redistribution and the innovation of a differentiated performance evaluation sys-tem.Meanwhile,a"dynamic institutional calibration"analytical framework should be developed to ad-dress structural imbalances through flexible responsibility allocation and digital governance empower-ment.关键词
