中小河流防洪评价中治涝与防洪标准的匹配性研究
Study on the Matching of Drainage Standards and Flood Control Standards in the Flood Control Evaluation for Small and Medium-Sized River
摘要
Abstract
To address the problems in the flood control evaluation of small and medium-sized rivers regarding the standards for flood control and drainage,a three-dimensional matching evaluation framework of"hydrological coupling,risk synergy and benefit balance"was constructed.By analyzing the intrinsic connections between flood control and drainage,an evaluation index system was proposed,which includes the influence coefficient of external flood backwater,risk synergy degree and benefit-cost ratio.Quantitative evaluation was conducted by combining the storm flood coupling model,risk matrix and cost-benefit analysis.Taking the typical small and medium-sized rivers in Jiangxi and Henan as examples for verification,the standard matching rules for different landform types were revealed,providing a quantitative method support for regional collaborative governance.关键词
