Climate Shocks,Farm Household Labor Allocation,and Non-Farm Employment Quality

Abstract
Intensifying climate change has raised the frequency of precipitation anomalies,ad-versely affecting household welfare,whereas the reallocation of labor within households is viewed as an effective strategy to mitigate these negative impacts.Existing studies have extensively examined the im-pacts of climate change on labor supply,but research on how climate change affects intrahousehold gen-dered division of labor remains limited.Based on the Tobit model,this paper examines the effects of cli-mate change-induced drought and flood shocks on household labor allocation,explores the underlying mechanism,and investigates their impact on non-farm employment quality.The results show that the drought and flood shocks exacerbate the specialization of labor between husband and wife.Specifically,in response to such shocks,husbands reduce their agricultural labor while increasing non-farm work hours,whereas wives offset part of the reduction by contributing more to agricultural work;both spouses experience a decrease in leisure time.Heterogeneity analysis shows that the impact of drought and flood shocks is stronger among older couples,households with low assets,and regions with poor irri-gation infrastructure.Further analysis reveals that drought and flood shocks influence household labor al-location by affecting household welfare,while social norms and land security effects exert differential im-pacts on spousal labor allocations,thus deepening intrahousehold division of labor.Additional findings show that these shocks have a significant negative impact on the quality of non-farm employment,and the intensified intrahousehold labor division further amplifies this adverse effect.The results of this study help clarify the pathways of intrahousehold labor reallocation under climate change,and offer insights for promoting gender equality in household labor allocation.关键词
