Mechanisms and Effects of National Urban Agglomeration Construction on Empowering New Quality Productivity Development

Abstract
Under the new development pattern,it is very important to accelerate the construction of national urban agglomerations to cultivate and develop new quality productivity.Using panel data of 281 Chinese cities from 2009 to 2023 and taking the implementation of national urban agglomeration development plans as a quasi-natural experiment,this study systematically examines the impacts of national urban agglomeration construction on urban new quality productivity through a multi-period difference-in-differences model.It is found that the construction of national urban agglomerations can significantly improve the development level of urban new quality productivity,and the above policy effects are more significant in mature urban agglomerations,polycentric urban agglomerations,large-scale cities and non-resource-based cities.The mechanism analysis shows that the synergistic effect of digital innovation and green innovation,the effect of industrial transformation and upgrading and the strengthening effect of economic agglomeration are the key channels for the construction of national urban agglomerations to empower the development of urban new quality productivity.The expansionary analysis shows that the construction of national urban agglomerations has a significant"U-shaped"spatial spillover effect on the development level of new quality productivity in neighboring cities.The research conclusion is helpful to deepen the theoretical understanding of the relationship between regional coordinated development strategy and new quality productivity,and also provides decision-making reference for relevant departments to optimize urban agglomeration planning policies and cultivate and develop new quality productivity.关键词
