Abstract

Forest carbon sink is increasingly recognized by academics as a solution to the"double crisis"of climate change and biodiversity loss,though faced with a range of difficulties in practice.From the perspective of synergistic governance,this paper reviews the existing literature in terms of institutional environment,trading mechanism and action framework,aiming to provide theoretical basis and practical orientation for the synergistic governance of biodiversity conservation and forest carbon sinks.The study finds that the biodiversity conservation has been streamlined in the policies and regulations related to forest carbon sinks for its importance,and has gradually become a core potential variable affecting the price,scale and willingness of carbon trading.However,the synergistic governance is challenged by insufficient legitimacy at the institutional level,deficient incentives at the trading mechanism level,and low implementation effectiveness at the action level.It is urgent to promote the synergistic governance.In order to promote the integrated development and increase mutual benefits of forest carbon sinks and biodiversity conservation,it is argued that future research should focus on the three aspects:1)regulatory synergy mechanism enlistment under the legal framework;2)biodiversity conservation value realization under the perspective of carbon trading;and 3)synergy assessment based on macrosystems,meso-markets,and micro-projects.Through the establishment of a comprehensive governance system with regulatory synergy as the norm,value synergy as the incentive,and synergy effect as the guide,forest carbon sinks will have consolidated and enhanced economic and ecological benefits,and the win-win situation of climate change response and biodiversity conservation will be achieved.
