Type Identification and Mitigation Paths of Grassroots Burdens:An Empirical Study Based on Co-word Analysis and the Louvain Algorithm

Abstract
The heterogeneity and complexity of grassroots burdens pose a core challenge to targeted burden reduction,and scientific classification is a crucial prerequisite.Based on co-word analysis and the Louvain algorithm of 72 CSSCI articles(2015-2025),four ideal types of grassroots bur-dens are identified:responsibility-based,digital,performance-based,and social burdens.Dynamic interactions exist among these burdens,involving pressure transmission and feedback reinforce-ment.Structural constraints shape grassroots governance environments,leading to specific imple-mentation strategies that evolve into formal institutional constraints,forming a dynamic evolution mechanism.To establish a long-term mechanism,structural empowerment,holistic smart govern-ance,performance-based evaluation,and social empowerment should be adopted to fundamentally break the dilemma of grassroots burdens.关键词
