Adaptive Integration:How do Local Governments Achieve the Advancement of Policy Integration?

Abstract
Policy integration serves as a crucial pathway for local governments to coordinate multi-ple policies in addressing complex governance challenges.Adaptive integration,as a model empha-sizing proactive integration motives,flexible integration strategies,and effective integration out-comes,reveals the intricate process of policy integration's phased evolution while encapsulating the logic of policy integration achieves advancement within dynamic contexts.The case of City L in Zhejiang Province demonstrates that local governments can continuously advance dynamic adapta-tion in goal integration,subject collaboration and tool combination based on evolving governance contexts.This propels multiple policies from fragmentation toward integration,then toward high-er-quality integration and coordination,enabling adaptive responses and incremental solutions to complex cross-boundary issues.The sustained advancement of this process hinges on the synergistic operation of four mechanisms:authority empowerment,difference absorption,innovation-driven implementation,and multi-level learning.As a sinicized extension of policy integration theory,the concept of adaptive integration not only enriches process-oriented explanations of policy integration by revealing the mechanisms and logic of integration advancement but also offers insights for local governments exploring sustainable,progressive pathways for policy integration.关键词
