An Analysis of the"Modernization"of the U.S.-Japan Alliance
摘要
Abstract
Following 2021,the U.S.and Japan began to promote the"modernization"of their alliance.This process encompasses a series of bilateral and unilateral initiatives aimed at enhancing the alliance's deterrence and response capabilities by improving its integration,capabilities,and agility.Its characteristics include:Japan making key military contributions,the U.S.and Japan achieving full-domain,full-cycle joint command,and the ability to conduct coordinated actions within the alliance on a wide range of issues at any time.The fundamental reason for the U.S.and Japan advancing alliance"modernization"lies in the high degree of alignment in their strategic objectives and path choices.A secondary reason is the growing concern in Japan about"America no longer intervening in regional affairs."The core objectives of advancing alliance"modernization"are to prevail in competition with China,specifically to effectively deter China and interfere in regional affairs,and to increase and efficiently utilize available combat power within China's anti-access/area denial(A2/AD)bubble.The implementation of alliance"modernization"will enhance the U.S.'s ability to militarily intervene in regional affairs of varying intensities and its deterrence capabilities,lay the foundation for the U.S.to build a networked alliance system in the Asia-Pacific,and increase Japan's influence on U.S.security policies.Japan's concerns about"America abandoning Japan in wartime"and insufficient psychological preparedness within Japanese society may constrain the effectiveness of alliance"modernization".关键词
