International Governance of Antarctic Tourism:Key Issues,Interest Competition and Rule Making

Abstract
Antarctic tourism,as an important form of peaceful use of Antarctica,has increasingly become a hot topic in Antarctic governance in recent years.In 2023,the Antarctic Treaty Consultative Meeting decided to initiate a"dedicated process for the development of a comprehensive and consistent framework for Antarctic tourism and other non-governmental activities",marking the beginning of a new phase in the international governance of Antarctic tourism.Tensions exist between Antarctic tourism and some key issues such as environmental protection,scientific activities,as well as assuring human safety.The governance of tourism is essentially a multi-dimensional process of interest-based bargaining,confronting several challenges including the complex geopolitical impacts,difficulties in coordinating interests among various stakeholders,and the fragmentation of existing governance rules.As an important stakeholder in Antarctic tourism,China actively practices the vision of a community with shared future for mankind,and promotes the Global Governance Initiative in Antarctic governance,which is conducive to advancing the governance of Antarctic tourism in a more fair and reasonable direction.关键词
