摘要

Abstract

With the rapid development of China's economic development and urbanization,some in-service pipelines have been upgraded from originally sparsely populated Class 1 and Class 2 locations to densely populated Class 3 and Class 4 locations.Class location upgrades pose serious threats to the safety of human life,the environment and property in areas around the pipelines.To ensure the safety of pipelines following class location upgrades,this paper systematically compares domestic and international guidelines for natural gas pipeline class location classification,analyzes the standard requirements for class location upgrades,and puts forward a risk evaluation and management scheme for class location upgrades of natural gas pipelines in China.Analysis of actual pipeline cases shows that for some pipelines undergoing class location upgrades,risk mitigation measures such as increasing patrol frequency,installing protective covers,implementing hydraulic protection and prevention measures,and enhancing the frequency of internal and external inspections can be adopted instead of pipeline relocation,replacement,or pressure reduction.These measures avoid the challenges of inadequate upstream and downstream resource coordination and the substantial costs associated with pipeline relocation or replacement.
