制度型开放视域下"湾区标准"的生成机制与自贸区实践路径
The Formation Mechanism of GBA Standards and Practical Pathways in Free Trade Zones from the Perspective of Institutional Openness

Abstract
This study examines the formation mechanism of the GBA Standards within the Guangdong-Hong Kong-Macao Greater Bay Area(GBA)and their implementation pathways in pilot free trade zones,based on the perspective of institutional opening up and under the context of"one country,two systems,and three legal jurisdictions".It proposes a"two-dimensional coordination mechanism"—utilizing mutual recognition of standards to mitigate jurisdictional conflicts and adopting tiered governance to address the regulatory misalignment—and constructs a three-layer implementation framework comprising the"foundation support layer,scenario application layer,and rule alignment layer".Case studies of the differentiated practices in the Hengqin,Qianhai,Nansha,and Hetao zones demonstrate that the GBA Standards effectively facilitate the soft connectivity of rules and institutional innovation integration.The study further identifies challenges such as policy implementation gaps and imbalances in standards supply,and proposes an"industry-standards-system"induced model.It provides a replicable paradigm for rule alignment both within the GBA and for similar regions globally,which is of theoretical and practical significance for deepening institutional opening up.关键词
