双碳背景下碳普惠制度的构建逻辑与法治因应
The Logical Mechanism and Legal Response of CGSP System of Carbon Under the Background of Dual Carbon

Abstract
The emergence of Carbon Generalized System of Preferences(CGSP)essentially reflects the upgrading of governance wisdom during the transition from industrial civilization to ecological civilization.It transforms abstract climate goals into concrete action incen-tives,bridges individual rationality and collective rationality,and reshapes the interactive relationship of human-technology-nature.As an innovative public participation mechanism to promote the realization of the goal of double carbon,CGSP is driven by national and lo-cal policies,based on the carbon emission reduction methodology formulated by multiple entities,and guides the public to participate in low-carbon life scenarios through various carbon inclusive platforms.The logical mechanism of carbon CGSP system construction is rooted in the multi-governance model of ecological environment,and based on the incentive theory,an economic-psychological-social three-di-mensional incentive network is formed to drive behavior change,and the ultimate goal is to realize the sustainable development of society.Looking forward to the path of legalization of carbon inclusiveness,it is suggested that experimental local legislation should be promoted in due course,and the future national legislation should adopt a single-line model.The content framework should clarify the core concepts,define the rights and responsibilities of multiple subjects,establish scientific and unified accounting and certification standards for carbon emission reduction,and stipulate supervision and legal responsibilities.关键词
