环保机构垂直管理改革与重污染企业绿色创新
How Vertical Environmental Regulation Promotes Green Innovation for Heavy Polluters:A Discussion on the Peer Effect of Green Innovation

Abstract
Green innovation is an important measure to promote the sustainable development of economy.The vertical management reform of environmental protection institutions is helpful to improve the efficiency of environmental supervision from the institutional level,which is a key step to improve China's ecological environment protection system.In view of this,based on the data of China's A-share listed companies from 2010 to 2023,this paper uses the difference-in-differences model to examine the impact of vertical management reform of environmental protection institutions on green innovation of heavily polluting enterprises and its mechanism.The research finds that the vertical management reform of environmental protection institutions has significantly promoted the green innovation of heavily polluting enterprises.This impact is more significant in high-tech industries,industries with higher competition,regions with higher pro-clean political and business relations,and regions with higher levels of intellectual property protection.And the impact on state-owned enterprises and enterprises with high environmental protection background is more obvious.Mechanism analysis shows that improving environmental supervision,resource allocation efficiency and government environmental protection subsidies are three important paths for vertical management reform of environmental protection institutions to promote green innovation of heavily polluting enterprises.Further research finds that the vertical management reform of environmental protection institutions cannot promote the overall quality of green innovation of heavily polluting enterprises,but it has a certain role in promoting the quality of strategic green innovation.There is a significant peer effect in green innovation,and the vertical management reform of environmental protection institutions can effectively empower the peer effect of green innovation.The research conclusions have important reference value for China to further deepen the reform of environmental supervision and optimize the green technology innovation system.关键词
