The Ruling Party Must Firmly Grasp the Dominance over Public Opinion on Network Platform

Abstract
Governance of the cyber ecosystem constitutes the primary task in building a strong cyber power.Facing a complex and volatile online public opinion ecology,the ruling party must firmly grasp the dominance over public opinion on network platforms,improve the com-prehensive network governance framework,and forge a synergistic force for the effective governance of network platforms.First,a manage-ment mechanism for generative artificial intelligence should be established.Enhancing awareness of"cognitive domain security"is its core task.Positive-energy network platforms provide practical safeguards for citizens' freedom of speech,and digital network public opinion platforms should be leveraged to advance Chinese-style modernization.Second,long-term mechanisms for cyber ecosystem governance must be improved.The legal and regulatory system for cybersecurity provides the rule-of-law foundation for cyber ecosystem governance.The new pattern of cybersecurity governance in the new era should be employed to safeguard the new development paradigm,while construc-ting a long-term mechanism for"whole-process people's democracy"in cyberspace.Third,the rule-of-law construction in cyberspace must be strengthened."Data sovereignty"serves as a key tool for exercising digital control and addressing imbalances in platform govern-ance.By taking"improving the comprehensive network governance system"as the key lever,efforts should be made to reinforce rule-of-law construction in cyberspace,fortify the Great Wall of cyber ideology with strong cohesion and guiding power,and promote the deep inte-gration of scientific and technological innovation with network platform innovation through scenario-driven approaches.关键词
