基于TOPSIS法的家庭综合减灾能力评估与提升策略
Assessment and Improvement Strategies of Household Comprehensive Disaster Resilience Based on the TOPSIS Method:A Case Study of 16 Districts and Counties in the North China Plain

Abstract
Disaster resilience is a crucial indicator for assessing natural disaster risks.To scientifically evalu-ate and develop enhancement strategies for household disaster resilience,existing research results are reviewed and the concept of"household disaster resilience"is clarified,then an assessment paradigm is established and the corresponding enhancement strategies are proposed.Based on survey data from 16 districts and counties,consid-ering the coexistence of positive and negative indicators in the evaluation system,the Technique for Order Prefer-ence by Similarity to an Ideal Solution(TOPSIS)method is applied to conduct quantitative assessments of both specific and comprehensive household disaster resilience,and the results are subsequently validated and empiri-cally analyzed.Findings indicate that the TOPSIS method is well-suited for the quantitative evaluation of house-hold disaster resilience,the assessment paradigm based on this method effectively classifies resilience levels,re-veals nonlinear relationships between comprehensive or specific resilience and various influencing factors,and elucidates the connotation of comprehensive household disaster resilience as well as approaches for quantifying resilience enhancement strategies.关键词
