提高城市防洪韧性的湖泊雨前预泄模型研究
Pre-discharge model research for urban lakes for enhancing urban flood resilience

Abstract
The pre-discharge scheduling of urban lakes is constrained by multiple factors,such as municipal pipeline network capacity and drainage capacity of sluices and pumps.It operates within a smaller spatial scale and a shorter pre-discharge time window,demanding higher scheduling accuracy.Most existing studies focus on static storage analysis of urban lakes and lack dynamic pre-discharge models.To address the issues of delayed response and inadequate adaptability of existing drainage modes in urban areas,this study proposed a dynamic pre-discharge scheduling model for lakes to enhance flood resilience,which aims to control the peak water level of lakes during rainfall events.Based on the water balance equation and combined with the forecasted inflow hydrograph,the target pre-discharge water level and volume were determined.The pre-discharge flow was allocated proportionally according to facility activation priorities and capacity constraints,simulating a collaborative dynamic pre-discharge process involving multiple facilities.Application of the model in the Dongsha Lake system in Wuhan,Hubei Province,demonstrates that pre-discharge can lower the peak water level during rainfall,shorten the duration of water level exceeding the control threshold,and reduce facility operating loads.The pre-discharge duration and volume are positively correlated with inflow intensity and negatively correlated with available storage capacity.The ratio of pre-discharge volume to pre-discharge duration is defined as the"effective average pre-discharge drainage intensity",which quantifies the actual pre-discharge efficiency of the system.This effective intensity is generally lower than the total maximum pumping capacity,indicating that the overall drainage efficiency of the system is not a simple superposition of individual facility capacities.The research findings provide a theoretical basis and decision support for refined flood scheduling of urban lakes.关键词
