耕地保护视域下田长制立法研究
Research on the Legislation on Field Chief System from the Perspective of Farmland Protection

Abstract
The Field Chief System is a farmland protection system led by the Party and government leaders.As an institutional innovation for farmland protection in the new era,it has played a significant role in local farmland protection.Based on the current situation of farmland protection,the study reviews the existing legislative documents on Field Chief System.It is found that,on the one hand,the legislation on Field Chief System in China still faces some practical problems,such as low legal level,weak mandatory provisions,and unclear allocation of field chief responsibilities.On the other hand,through practical investigation and theoretical reflection,we can summarize a theoretical consensus based on the solid improvement of farmland quality,the strengthening of administrative protection of farmland,and the clarification of field chief responsibilities.Taking this consensus as the theoretical basis,the future legislation on Field Chief System should coordinate regulatory and policy-based legislative approaches to jointly promote local work;build a horizontally and vertically linked working organizational system to achieve full coverage of farmland protection;and establish a responsibility assessment system that combines strictness with flexibility to fully mobilize the initiative of field chiefs in their work.关键词
