摘要
Abstract
The construction projects of large-scale refining and chemical plants were characterized by large scale, complex processes, and a high concentration of high-risk operations. The safety management faces chal-lenges,including multiple participating entities, ambiguous responsibility boundaries, and insufficient safety in-vestment.To address these issues, this paper proposes the application of a safety grid management model.By constructing a three-level management system of"project department first-level grid coordination","second-lev-el grid professional execution"and"professional grid technical support".This model clarified the division of rights and responsibilities, ensuring a closed-loop process for hazard identification, rectification, and supervi-sion.The approach integrated owners, general contractors, and supervisors into a normalized collaboration mechanism, shifting safety management from reactive response to proactive prevention, and enhancing the con-trol level of major hazardous projects through a dual-track mechanism of"safety function management+profes-sional management".关键词
