The impact of digital media technology on online public opinion in ethnic regions and its governance mechanisms
摘要
Abstract
"Cultural security"is an important foundation and core concern for economic and social development during the 15th Five-Year Plan period.The rapid development of digital media technologies has not only profoundly transformed people's production and daily life but has also brought new challenges to the governance of online public opinion in China's ethnic regions.Exploring the impact of digital media technologies on online public opinion in these regions and identifying effective governance mechanisms can help strengthen cultural identity and promote ethnic unity.The development and application of digital media technologies have led to several distinctive characteristics in online public opinion within ethnic regions,including high sensitivity of issues,diversified public opinion arenas,prominent regional closure,strong cross-border penetration,and heightened international attention.These technologies have also produced significant effects by promoting the diversification of public opinion actors and emotional expression,generating both"online cohesion"of ethnic identity and the"information cocoon"effect,intensifying cross-regional linkage and risk transmission in public opinion dissemination,reshaping the triggering and diffusion patterns of public opinion,and increasing the difficulty of governance.In response,several governance mechanisms should be strengthened.First,a mechanism for political discourse guidance should be accelerated to enhance theoretical guidance and policy communication,thereby guiding ethnic minority communities to strengthen their sense of cultural identity.Second,a law-based governance mechanism should be established to regulate digital media technology behaviors through legal and regulatory frameworks.Third,a mechanism for technological advancement and adaptation should be developed to address cultural identity differentiation and public opinion risks through advanced technological means.Fourth,a policy coordination mechanism should be promoted to enhance collaboration among national,local,and relevant departments in areas such as intelligent monitoring,algorithm optimization,and data governance,thereby facilitating resource integration and forming a closed-loop public opinion governance system.Only through these measures can the governance of public opinion in ethnic regions shift from passive response to proactive guidance driven by digital intelligence,while also strengthening China's discursive influence in global ethnic issues.关键词
