Policylogic and the"four-chain integration"methodology for the forward-looking development of future industries
摘要
Abstract
The Fourth Plenary Session of the 20th Central Committee of the Communist Party of China has identified"future industries"as a key component of the national strategic system,marking a fundamental shift in China's industrial policy logic from"catching up and filling gaps"to"paradigm definition".The Recommendations of the Central Committee of the Communist Party of China for Formulating the 15th Five-Year Plan for National Economic and Social Development explicitly call for the forward-looking development of future industries,aiming to promote cutting-edge fields such as quantum technology,biomanufacturing,and brain-computer interfaces,and to achieve the goal of"recreating a high-tech industrial sector in China"over the next decade.This strategy takes"four-chain integration"as its core methodology,emphasizing the deep coupling of the innovation chain,industrial chain,capital chain,and talent chain to build a national innovation ecosystem that supports high-level scientific and technological self-reliance.Specifically,application-oriented basic research leads the innovation chain;scenario openness drives the industrial chain;"patient capital"supports the capital chain;and institutional innovation activates the talent chain.From a global comparative perspective,China has formed a development model characterized by"strategic guidance+market activation".This model not only overcomes the fragmentation inherent in the U.S.market-driven approach but also transcends the innovation-inhibiting tendencies of the European Union's regulation-first path.At the same time,by constructing a tiered ecosystem of"chain-leading enterprises+specialized and sophisticated SMEs",it avoids the closed risks associated with the conglomerate-dominated models of Japan and South Korea.As a concentrated embodiment of new quality productive forces,future industries not only facilitate the transition toward an innovation-driven economy but also connect technological innovation with the practical pathway of Chinese modernization.They serve as a critical support for China's transformation from a"technology application field"to a"source of innovation",enabling the country to gain strategic initiative in long-term international competition.关键词
