The dual ethical mechanisms of government digital governance and their synergistic optimization
摘要
Abstract
Scientific and technological progress has always played a crucial role among the many factors influencing the effectiveness of government governance.Major technological transformations throughout history have profoundly reshaped governments'governance models,concepts,and institutional arrangements.In the digital era,digital technologies represented by big data,cloud computing,blockchain,and artificial intelligence are increasingly integrated into the entire process of government governance,giving rise to a new governance concept and practical form known as government digital governance.Its essence lies in utilizing digital technologies to enhance governmental governance capacity,thereby realizing scientific decision-making,precise implementation,and efficient public service delivery.However,while digital technologies empower governance practices,a certain gap still exists between the actual development of government digital governance and its normative objectives.To effectively prevent the ethical risks arising from this gap,it is imperative to construct and optimize a dual ethical mechanism for government digital governance.Institutional ethics,centered on the core values of justice,legality,and normativity,regulates the rational allocation and effective accountability of public power through the design of just institutions,thereby providing external constraints and structural guarantees for governance.Virtue ethics,by contrast,begins with the self-cultivation and moral orientation of administrative personnel,emphasizing their voluntary adherence to ethical norms in digital governance and strengthening internal self-discipline and moral character.Although these two approaches differ in emphasis,they should operate in coordination.Only through the synergistic optimization of just institutional design and the cultivation of virtuous character can the reconciliation and unity of technological rationality and value rationality be achieved in government digital governance,promoting the transformation of governance models toward a modern form that embodies both humanistic warmth and ethical sensitivity.关键词
