Identification Methods and a Targeted Support System for Rural Low-income Populations in the Post-transition Period

Abstract
Accurately identifying and supporting rural low-income populations represents an urgent priority for the Party's rural development strategy in the post-transition period.This study employs participatory wealth ranking to conduct empirical research on the identification and targeted support of ru-ral low-income populations,using a sample of 30 households in Village H in Inner Mongolia,aiming to overcome the limitations of conventional income-based methods by constructing a multidimensional framework centered on human capital,livelihood capital,expenditure pressure,and risk exposure.The findings reveal a mere 66.67%consistency between participatory identification and traditional income verification,indicating that one-third of low-income households remain undetected by income standards due to high rigid expenditures in areas like education and healthcare,as well as capability defi-cits.When the identification scope was appropriately expanded,the rate rose to 82.35%,highlighting the need to transition from static income thresh-olds to dynamic multidimensional assessment.The participatory method not only enhances targeting accuracy and reduces administrative costs but also effectively incorporates community-based knowledge,allowing for precise identification of hidden low-income populations and their root causes as a basis for tailored interventions.Based on the distinct profiles of three types of low-income groups—profoundly impoverished,marginally vulnerable,and ex-penditure-sensitive—this study proposes a tripartite support system integrating safeguard,capacity-building,and empowerment mechanisms,emphasi-zing layered interventions that progress from basic assistance and risk prevention to capability development.关键词
