The Governance Dilemma and Breakthrough of Global Social Media:From Dual Pressures to Co-building and Sharing

Abstract
Amid the global digital and intelligent transformation,the developing global social media is reshaping the international landscape due to different national political positions,legal systems and regulatory standards,and thus is exposed to dual regulatory pressures from both home and host countries.The regulation of TikTok in the United States has become a typical case that reflects the complicated interactions among the host country,the social media and its home country.To restrict and suppress TikTok,the United States has not only used administrative and legislative instruments,but judicial and public-opinion ones as well.In response,TikTok has had to resort to law suit and political lobbying as well as localized operation and public welfare.At the same time,China's legal support,diplomatic protection and administrative guidance became its prop behind its development.Both the measures taken in the USA and the support from China facilitate its stable development although they are fundamentally different in nature.The underlying logic behind its development resulted from a combination of factors deserves further investigation.When TikTok was playing with the USA,the dynamic and flexible Sino-US relations are essential to its survival and development.Currently,the governance dilemmas faced by global social media are mainly attributed to the imbalance of global digital governance mechanisms,the complexity of global political and economic competition and the inadequacy of the protection system for overseas interests.Human beings are entering the era of digital intelligence,and restriction and suppression will inevitably obstruct the development of digital economy and the progress of digital civilization.Given the dual attributes,the home country and the host country must work together to build and govern global social media and achieve a win-win to solve the governance dilemmas.关键词
