Research on Empowering the Competence of Social Work Professionals through New Quality Productive Forces

Abstract
New quality productive forces present a historic opportunity for cultivating the competence of social work professionals.Grounded in McClelland's competency theory,this study examines how its three core dimensions shape the development of such competence.Through field research in selected communities in Taiyuan,three major competency gaps were identified among current practitioners:the digital divide in tool use,project capability vacuum,and a gradual erosion of professional commitment.These challenges stem from a deeper disconnection between traditional training models and the emer-ging elements of new quality productive forces.In response,the study proposes a dynamic"three-sys-tem,six-pathway development framework.The three systems target skill building,knowledge updating,and intrinsic motivation,while the six pathways include centered on the three systems of skill forging,knowledge updating,and intrinsic motivation,the system operates through six pathways:technological and skill restructuring,venture and mentor project-based practice,contextual cultivation of collaborative leadership,scenario-based innovative training,cross-domain knowledge integration,and career develop-ment support.Together,these components support a systematic shift in the role of social workers-from routine task executors to innovative governance actors.The framework offers practical guidance for em-bedding new quality productive forces into the competency development of social work professionals.关键词
