低空经济高质量发展的财政支持政策研究
Research on Financial Support Policies for the High-Quality Development of Low-Altitude Economy

Abstract
As a national strategic emerging industry,the high-quality development of low-altitude economy urgently needs fiscal policy support.This paper focuses on the research on the logic and optimization path of financial support for the high-quality development of the whole industrial chain of low-altitude economy,and builds a horizontal and vertical framework of financial support for low-altitude economic development.Vertically,the government needs to accurately support upstream technology research and development,midstream infrastructure and airspace reform,downstream scenario application and business model innovation.Horizontally,it is necessary to promote the integration of industries,regions and ecosystems,as well as the coordination of resources,risks and systems.However,the current fiscal policy faces core dilemmas in supporting low-altitude economic development,such as input mismatch,non-systematic tools,regional imbalances,implementation obstacles,and lack of mechanisms.It is suggested that precise policies should be implemented in the industrial chain,differentiated support and collaborative incentives should be implemented at the regional level,and the coordination of fiscal and industrial,science and technology,and air traffic control policies should be strengthened at the institutional level,so as to break the bottleneck of low-altitude economic development and release the potential of its growth engine.关键词
