Digital Intelligence Empowerment:Retrospection,Pattern and Practical References of ROK's Digital Government Construction

Abstract
The construction of a digital government is a key engine for empowering the modernization of national governance systems and capabilities and has become the focus of government reforms in various countries.By examining the evolution of ROK's digital government development,the"3×3"dynamic framework,and significant efforts,China can extract valuable digital schemes for future reference.The ROK's digital government has gone through five stages:foundational building,accelerated development,high maturity,innovative applications,and transformation iterations.It adheres to the principle of"multi-party co-construction"among government,enterprises,and citizens,relies on a"diverse support"system of technology,finance,and regulations,and explores"multiple measures"to embed emerging technologies,ensure data security,and activate the digital economy,successfully achieving a new landscape of a smart ROK.In light of this,China can implement comprehensive policies from four dimensions:legal system construction,technical standards,data governance,and empowering the market to drive the high-quality development of digital government,thereby better responding to the opportunities and challenges of the digital new era.关键词
