Technology Insurance Empowering High-Quality Development of Sci-Tech Innovation Enterprises:Current Status,Challenges,and Recommendations

Abstract
[Research purpose]As a financial instrument safeguarding scientific and technological innovation,technology insurance plays an irreplaceable role in diversifying innovation risks and stabilizing business expectations.This study aims to address the practical challenges of the"three lows and one high"in technology insurance and unlock market potential.[Research method]This study adopts a combined approach of policy text analysis and typical case studies.It systematically examines the current status,core constraints,and countermeasures for technology insurance development from three dimensions:the supply side,the demand side,and the ecosystem side.[Research conclusion]The study reaches the following conclusions:First,the top-level design of technology insurance in China has become increasingly refined.The product system covering the entire chain of"R&D,commercialization and industrialization"has initially taken shape,achieving remarkable results in using"small leverage"to stimulate"major innovation."Second,the development of technology insurance faces the structural challenge of"three lows and one high":on the supply side,underwriting capacity and product innovation are insufficient;on the demand side,risk awareness and payment capacity are limited;and on the ecosystem side,financial coordination and the data foundation remain weak.Third,addressing these challenges requires a systematic approach,with coordinated efforts across three dimensions—strengthening supply capacity,stimulating market demand,and improving the service ecosystem—to drive the transformation of technology insurance from a single product offering to a comprehensive risk management solution,thereby providing more robust support for the high-quality development of sci-tech innovation enterprises.关键词
