Research Progress on the Evolution of Planted Forests Management Models and the Enhancement of Carbon Sinks Capacity under the Reform of Collective Forest Tenure System

Abstract
⑴ Background——The continuous reform of China's collective forest tenure system has promoted the evo-lution of planted forests management models.Optimizing forest management models not only helps enhance the carbon sinks capacity of ecosystems,but also contributes to improving the mechanism for realizing the value of ec-ological products.Enhancing the carbon sinks capacity of planted forests is one of the objectives of planted forests management.However,current research on the relationship between the management models of planted forests op-erated by different property rights entities and their carbon sinks capacity is still relatively lacking. ⑵ Methods——By means of literature review,policy analysis and quantitative comparison methods,this pa-per systematically analyzed the process of China's collective forest tenure system reform,the evolution of the plan-ted forests management models,the impacts of the planted forests management models on carbon sinks capacity,as well as the research progress of the methodologies of the association between the planted forest management models and carbon sinks capacity.On this basis,it put forward the future research directions in this field. ⑶ Results——First,depending on the differences in management entities,the planted forests management models have undergone a transformation from scattered individual management to moderate-scale management with diversified cooperation,and gradually formed four types of management entities,namely household-based,joint households-based,share cooperative-based,and forest farms-villages cooperative-based management.The co-operative management models represented by share cooperation and forest farms-villages cooperation have occu-pied a dominant position in the planted forestsmanagement models.Second,the cooperative management models of the planted forests can optimize factor allocation,reduce marginal costs,and effectively respond to price signals,thus forming a circular mechanism of"supply of forestry carbon sinks products-conversion of carbon sinks val-ue-enhancement of carbon sinks capacity and reinvestment".Third,three key methodologies have been devel-oped,namely the forest growth model,the Faustmann model and the profit function of forestry operators. ⑷ Conclusions and Discussions——To effectively enhance the carbon sinks capacity of planted forests,it is suggested that future research can be expanded in the following four aspects:First,accelerate the promotion of the cooperative management models of planted forests that respond to carbon price signals.Further focus on the development paths of forestry carbon sinks CCER projects led by cooperative management entities,and promote the formation of a large-scale carbon sinks supply system.Second,precisely grasp the law of carbon sinks output based on different forest management models.Optimize more targeted forest management strategies for increasing carbon sinks,and promote the differentiated design of ecological compensation mechanisms.Third,expand the re-search on forest management decisions from the small-scale forest level to the large-scale forest level.Improve the profit function of forestry operators and construct a forest-level dynamic optimization decision-making framework.Fourth,strengthen long-term dynamic monitoring and data comparability.Deepen research in such aspects as uni-fied variable measurement,control of regional heterogeneity and acquisition of long-term dynamic data.关键词
