The Impact of Forest Tenure Security on the Output Efficiency of Forest Food
摘要
Abstract
⑴ Background——As an important non-arable land resource,forest food has ranked third in the output of agricultural products in China.The extensive planting area of economic forests has laid a solid foundation for the sustainable development of forest food.However,the ambiguity of forest tenure and the outflow of rural labor forces have exerted certain impacts on the operation and production of forest food.Although existing studies have explored the impacts of forest tenure security and non-agricultural employment on the output efficiency of forest food,a unified conclusion has not yet been reached. ⑵ Methods——Based on the property rights theory and the new economics of labor migration theory,this paper first put forward the research hypotheses.Using the data of 624 questionnaires collected in the collective forest areas of Zhejiang and Jiangxi Provinces from July to August 2023,it measured the output efficiency of for-est food by adopting the Stochastic Frontier Aanalysis method.Then,the Tobit model was employed to examine the impact of forest tenure security on the output efficiency of forest food.Finally,it explored the moderating effects of the migration effect and income effect of non-agricultural employment on these relationships. ⑶ Results——First,legal,de facto and perceived tenure security all exert a significant positive impact on the output efficiency of forest food.The confirmation and certification of forestland rights and the stability of the contracting period can effectively motivate the forest farmers to increase long-term investment and optimize factors allocation.Clear forestland boundaries and fewer property right disputes help reduce operational costs and ensure income stability.When the forest farmers perceive that their rights and interests are fully protected and the risk of future changes is relatively low,their willingness to engage in forest food management will be enhanced.Second,training has a significant positive impact on the output efficiency of forest food,whereas the distance to forestland exerts a significant negative impact on it.Third,non-agricultural employment and income can strengthen the pro-motional effect of forest tenure security on the output efficiency of forest food.Fourth,the promotional effect of forest tenure security is more pronounced among the forest farmers engaged in large-scale forest food management. ⑷ Conclusions and Discussions——First,comprehensively enhance forest tenure security,which main-ly includes implementing the confirmation and registration of forest tenure,issuing forest tenure certificates,strengthening grass-roots law enforcement,handling infringement disputes expeditiously,and reinforcing long-term and stable policy publicity and commitments.Second,guide non-agricultural employment and income to feed back into the forest food industry.Establish special development funds or provide interest-subsidized loans.Provide entrepreneurial support and technical training to non-agricultural employment personnel.Third,imple-ment differentiated support policies based on the scale of forestland management.Provide financial and mecha-nized infrastructure support to the large-scale management entities and assist the small-scale management entities through cooperatives and shared services.Fourth,conduct dynamic monitoring using digital technologies.Utilize remote sensing and blockchain technologies to establish an intelligent forestry platform and develop mobile appli-cations for forest farmers.关键词
