The Influence of Ecological Compensation Policy for Public Welfare Forests on Consolidating the Livelihood Resilience of Rural Households Lifted out of Poverty

Abstract
⑴ Background——Ecologically fragile areas are often poverty-stricken regions,which are prone to fall in-to a vicious cycle of ecological degradation and deepening poverty.The ecological compensation policy for public welfare forests exerts a significant impact on the livelihoods of the rural households in forest areas.However,ex-isting studies have mostly focused on the impact of the ecological compensation policy on the livelihood capabili-ties and capital,while few literatures have explored the relationship among the ecological compensation policies,the rural households'livelihood diversification and their livelihood resilience. ⑵ Methods——This paper selected the livelihood resilience as the explained variable,the ecological com-pensation policy for public welfare forests as the explanatory variable,the livelihood diversification as the mediating variable,and 7 factors as the control variables.It adopted the OLS regression and mediating effect model to explore the influence mechanism of the ecological compensation policy for public welfare forests on the livelihood resilience.The research data were derived from the survey conductedin September 2024 on the rural households lifted out of poverty in three banners in Chifeng City,Inner Mongolia,with a total of 430 valid questionnaires obtained. ⑶ Results——First,the overall level of the livelihood resilience of the rural households lifted out of pover-ty is relatively low.There is a significant difference in the livelihood resilience among the rural households.Sec-ond,the ecological compensation policy for public welfare forests plays a facilitating role in enhancing the liveli-hood resilience.Specifically,the policy exerts a significant positive impact on the buffering capacity,self-organi-zation ability and psychological ability of the livelihood resilience,yet it has no significant impact on the learning ability of the livelihood resilience.Third,the ecological compensation policy for public welfare forests can en-hance the diversity of the livelihood methods and optimize the livelihood strategies,and the livelihood diversifica-tion play a mediating role in the impact of the policy on the livelihood resilience. ⑷ Conclusions and Discussions——First,government departments should establish and improve a dy-namic system for adjusting the compensation standards for public welfare forests,so as to optimize the compensa-tion standards in a timely manner.Second,set up a"special education subsidy"and convert part of the compen-sation funds into"training subsidies"and"targeted skills training"to achieve diversification of the compensation methods.Third,expand the livelihood diversity of rural households lifted out of poverty and stimulate the endoge-nous motivation of their to realize industrial poverty alleviation.And focus on the cultivation of farmers’psycho-logical ability to prevent them from falling into the psychological trap of poverty.关键词
