城乡融合发展下县域内城镇体系优化路径研究
Optimizing County-Level Urban Settlement Systems under Urban-Rural Integration Development

Abstract
The population distribution structure within counties plays a critical role in urban-rural integrated development.Understanding its underlying mechanisms is essential for advancing administra-tive division reforms and implementing spatial policies.Using data from 1,497 county-level administra-tive units in 2020,this study develops a measurement framework for county-level urban-rural integrated development based on the stochastic frontier model and applies the instrumental variable method to quantitatively analyze how county urban systems influence integrated development.The results reveal that expanding the population size of county seats promotes urban-rural integrated development;howev-er,an overly monocentric urban system hinders the development in peripheral areas.A more balanced decentralized structure with administrative towns as a key support,is more conducive to integrated de-velopment.In different types of counties,the optimal proportion of county seat population to total county population ranges from 27.22％to 45.97％,with manufacturing-led counties having a relatively higher optimal ratio.Therefore,this study suggests that for counties with small populations or experiencing pop-ulation decline,timely administrative consolidation reforms should be pursued to strengthen county seats,enhance their competitiveness,and promote sustainable development.Additionally,it is important to develop manufacturing industries to strengthen key administrative towns,guide a more balanced dis-tribution of population between county seats and towns,and enhance the driving effects of county seats and towns on rural areas.关键词
