How Does the Basic Pension Insurance for Urban and Rural Residents Affect Income Mobility of Rural Households?

Abstract
Promoting upward mobility of rural households and increasing the income of low-income groups are essential components of achieving common prosperity.As a key policy instrument for redis-tributing income,social pension insurance system has not been sufficiently examined in terms of its im-pact on rural household income mobility and underlying mechanisms.Based on a dual perspective of"participation versus benefit receipt",this paper empirically investigates the dynamic effects of basic pension insurance for urban and rural residents on the income mobility of rural households using multi-wave panel data from the China Family Panel Studies(CFPS).The findings reveal three main results:Firstly,during the contribution(participation)stage,both enrollment in social pension insurance and the number of insured household members significantly enhance household income mobility,whereas in the pension receipt stage,neither pension benefits nor the number of beneficiaries exhibit a significant effect.Secondly,the system promotes upward income mobility primarily by providing positive expectations of future security,which weakens precautionary saving motives and encourages insured households to adjust their labor supply and business operation decisions,thereby improving both wage and business income mobility.Thirdly,the positive effects of social pension insurance are mainly con-centrated among households with middle-aged members,lower income levels,good health conditions,lower medical expenditure burdens,and those located in central and western regions.This paper provides a new perspective for promoting common prosperity and offers valuable policy implications for the reform of the social pension insurance system.关键词
