农户差异化需求下的天气指数保险
Weather Index Insurance under the Differentiated Needs of Farmers:Based on the Perspective of Tripartite Collaboration among Farmers,Insurance Companies and Government

Abstract
Weather index insurance,though theoretically effective as an agricultural risk management tool,faces three major constraints in practice:insufficient insurability,basis risk,and limited policy support.Based on the differentiated needs of farmers,this paper constructs a theoretical framework involving coordination among farmers,insurance companies,and governments,with a focus on the design and innovation of weather index insurance.Using maize yield and meteorological data from 1986 to 2020 and survey data from 463 households in City C,Shanxi Province,the feasibility of the pro-posed approach is empirically tested.The results show:(1)Crop growth periods can be divided into crit-ical growth stages and necessary growth periods,and meteorological factors during necessary growth stage have no significant effect on yield reduction.The optimal index model based on critical weather variables can explain 86.83％of yield losses,with corresponding optimal probability distributions being Gumbel Min,Gumbel Max,and Frechet.(2)While more precise index designs reduce basis risk,they also increase farmers' premium burdens.(3)Estimates from contingent valuation method reveal signifi-cant gaps between farmers' average willingness to pay and actuarial premium under the current subsidy scheme across different farmer types.Therefore,the promotion and implementation of weather index in-surance should be based on farmers' heterogeneous demands,with efforts to reduce basis risk and en-sure reasonable and targeted subsidies,so as to achieve precise underwriting and claims settlement and effectively safeguard farmers' income.关键词
